For nearly fifty years, a Republican Congressman has represented Minnesota’s Third Congressional District - Clark McGregor, Bill Frenzel and Jim Ramstad. Now that Congressman Ramstad has announced his retirement, it is imperative we work to elect another Republican with common sense conservative values.
We can’t take anything for granted and starting early, planning ahead, and helping organize all of the 12 Senate Districts and 246 precincts in the Third Congressional District will result in victory. All contributions are eligible for the State of Minnesota "Political Contribution Refund" program. Up to $50 per person, or $100 for a couple, will be refunded annually by the State. You can download the refund form from the state of Minnesota here.
Political Contribution Refund Program
Minnesota's Political Contribution Refund Program has been around for over a decade and yet it remains largely unknown. This information sheet attempts to answer common questions about this refund program.
What is the Political Contribution Refund (PCR) Program?
Under the program Minnesotans can give a maximum of $50 per individual and$100 per married couple to a political party or candidate for state office and get a full refund from the Minnesota Department of Revenue: Contributions may be more than these amounts but the refunds are limited to the maximums stated.
Which contributions are eligible for the PCR program?
- Contributions to candidates for state offices who agree to abide by state spending limits qualify. Examples include Governor, Attorney General, Secretary of State, Auditor, State Representative and State Senator candidates.
- Contributions to Political Party Units such as Third Congressional District Republicans qualify for refunds under the PCR program as do Political Parties.
- US Congress, US Senator, US President, local city council, county commissioner, other Federal or Local office candidates, and state candidates who do not abide by spending limits DO NOT QUALIFY.
How does it work?
The party or candidate sends you a receipt for the amount of your contribution. You mail that receipt with a completed Form PCR to the MN Department of Revenue and they write a check to for your contribution amount up to a maximum of $50 per individual or $100 per married couple. You may file only one Form PCR per year for all of your contributions and your application for a refund cannot be amended. Because this Form PCR is not tied to MN income tax you may file it at any time but not later than the filing date for MN taxes in the following year.
What are the benefits?
There are at least three reasons for the program:
- By restricting the program to candidates who agree to abide by campaign spending limits, the Legislature has added some teeth to the campaign spending limit laws.
- The program was designed to make candidates less dependent on large dollar contributions.
- More people will contribute and participate in the political process, if their net financial obligation is zero.
